Personnel Profiles
Jeffery Harvey – Owner, Project Manager
Jeff has a broad experience in emergency planning, having worked
on projects for local governments, industrial facilities, school systems,
and private sector businesses. His post-secondary education includes a bachelor’s
degree in writing and a master’s degree in strategic leadership as
well as a multitude of advanced training on the incident command
system, public information in emergencies, and exercise design. Jeff has
responded to a number of emergencies, including hazardous material incidents,
floods, high-wind events, etc. In addition to his roles with JH Consulting,
Jeff currently serves as the Resource and Planning Officer for the Upshur
County (WV) Office of Emergency Management. He is also a member of the Lewis-Upshur
Local Emergency Planning Committee and the International Association
of Emergency Managers.
Doug Britvec – Project Manager
Doug joined the JHC team in January of 2010 and brings significant
experience in emergency preparedness as well as safety engineering. He holds
a bachelor’s of science degree in safety and environmental engineering.
Doug’s advanced training includes incident command, effective communication,
vulnerability assessment for water utilities, recovery from disasters, and
continuity of operations. He is also trained to the hazardous materials operations
level. He is a member of the American Society of Safety Engineers (ASSE) and
the International Association of Emergency Managers. Doug’s work experience
includes operations planning, risk assessment, hazardous materials response
planning, mitigation planning, environmental assessment, pandemic planning,
and exercise design/facilitation per Homeland Security Exercise and Evaluation
Program requirements.
Benjamin Tacy – Emergency Planner
Ben joined JH Consulting in September of 2009. He holds a bachelor’s
degree in occupational safety and health with a concentration in fire science.
Ben is trained in firefighter operations, including the incident command system,
and is certified to the hazmat technician level. He is also a certified emergency
medical technician. Ben’s training and experience add a tactical expertise
to the cadre of experience at JH Consulting. He is also a member of the Buckhannon
Fire Department, Upshur County Emergency Medical Services, and the International
Association of Emergency Managers.
Casey Hamner – Administrative Assistant
Casey joined JH Consulting in May of 2011 to optimize business potential
and productivity. She holds a bachelor’s of science degree in business
administration. Her background includes organizational leadership, human
resources management, and accounting. In addition to administrative activities,
Casey oversees quality control of outgoing projects and helps coordinate
marketing efforts. She is trained in the National Incident Management System
and is a member of both the Lewis-Upshur Local Emergency Planning Committee
and the International Association of Emergency Managers.
