Barb joined the JHC team in 2018 as the Preparedness Division Manager. She brings a myriad of experience in emergency management, hazard mitigation, disaster recovery, training, and HSEEP exercises to the team. She has served as an instructor at federal, state, and local levels of government, and has assisted with the development and instruction of the Natural Hazard Mitigation Association’s Disaster Risk Reduction curriculum with the Resilient Neighbors Network. Her specialties include public/private partnerships, comprehensive emergency management, continuity planning and training, emergency public information, short and long-term recovery, and the Community Rating System of the National Flood Insurance Program.
While serving as a county-level emergency manager, she was named the 2012 West Virginia Emergency Manager of the Year, a lifetime member of the WV Emergency Management Council and a lifetime member of the WV Floodplain Management Association. She is a member of the International Association of Emergency Managers, the Association of State Floodplain Managers, and the Natural Hazards Mitigation Association. She is a graduate of the National Emergency Management Advanced Academy (NEMAA).
