Herb is a retired US Army officer and the former West Virginia Division of Homeland Security and Emergency Management Training Officer. As the Training Officer, he maintained training records and coordinated with local, state, regional, and federal agencies to execute statewide training for West Virginia for the state’s emergency management officials. He provides expertise on training and exercising projects.
